Regulatory purpose

Why the matter exists.

Operate the employer's labour-and-immigration function under one authorization: configure Qiwa, GOSI, Muqeem, Mudad and related platforms; administer hiring, transfer and mobility transactions; and run monthly workforce compliance against Nitaqat, WPS and HRSD requirements.

Defined deliverables

What you actually receive.

  • Configured Qiwa establishment, locations, delegated users and role matrix.
  • Employment contracts prepared and executed in Qiwa.
  • GOSI enrolments, deregistrations and monthly wage-file reconciliation.
  • Work-permit issuance and renewals; profession-change and transfer transactions.
  • Muqeem residency, exit/re-entry and final-exit transactions where authorised.

Competent authorities & platforms

Where we file on your behalf.

  • HRSD, Qiwa, GOSI, Muqeem, Absher Business, Mudad, Ajeer.
  • Council of Health Insurance (CCHI) and licensed medical-insurance providers.
  • Ministry of Foreign Affairs for visa endorsement.

FormBridge is an independent corporate-services firm. It represents clients before these authorities under written authorization but does not issue, grant or guarantee any government approval.

Client documents & authorization

What we need from you.

Documents
  • Commercial registration, HRSD file and Qiwa access.
  • Existing employee list, contracts and payroll history (where relevant).
  • Passport and iqama copies for existing or incoming employees.
Authorization

A signed engagement letter setting scope and exclusions, plus a written authorization or notarised power of attorney limited to the specific filings, where the authority requires representation.

Common authority queries & deficiencies

What causes rejections and delays.

  • Saudization drop into a lower Nitaqat band restricts visa quota and blocks work-permit renewals.
  • WPS submission fails on IBAN mismatch, salary-band deviation or missing GOSI enrolment.
  • Profession on the work permit is inconsistent with the Qiwa contract or the CR activity.
  • Dependant residency delayed because primary iqama, medical insurance or fees are not current.
Post-completion obligations

What comes after issuance.

  1. 01Update the HR system of record and payroll master with every hire, transfer or exit.
  2. 02Refresh the Saudization simulation and remediation plan monthly.
  3. 03Archive employee documents in a signed personnel file that will pass HRSD inspection.
Exclusions & professional caveat

What we do not do on this matter.

  • Licensed recruitment or labour supply — FormBridge does not operate as an Ajeer manpower provider.
  • Labour-dispute litigation and formal legal representation before the Labour Courts.
  • Tax advice on payroll structuring; performance-management or termination decisions, which rest with the employer.

Government approvals and determinations remain with the competent authorities.

Indicative timeline

How long it takes.

Employer platform setup usually takes a few weeks. Ongoing HR administration runs on a fixed monthly cadence; specific transactions move to authority processing times.

Fee structure

How we quote.

FormBridge professional fees are fixed against a written scope. Government fees, notarisation, certified translation, legalisation, third-party providers and specialist advisers are billed at cost and quoted separately.
